Anecdotally, there has been an increase in minor offenses like this during the well-covered NYPD slowdown of late. While I agree that smoking pot is relatively harmless and should be legalized, I don't agree that this man should subject his fellow straphangers to it by hot-boxing the 4 train. But one thing is obvious here... this guy gives zero f**k's.
