In the late 1970s, Grand Central Terminal’s owners faced bankruptcy and, figuring they had a solution, nearly slapped a 55-story office tower on top of the revered architectural marvel. The terminal was saved by the Supreme Court’s decision in Penn Central Transportation Co. v. New York City, “in which the Supreme Court upheld for the first time the principle on which landmark preservation laws are based,” wrote Paul Goldberger in The Times in 1990. William Brennan figures as the hero in Mr. Goldberger’s tale, having written the majority opinion that prevented the terminal’s owners, Penn Central, from developing on the landmark and thereby securing its status as a structure of public good. Justice Brennan believed, like many others, that historic buildings and other structures “enhance the quality of life for all.”

July 31, 1974: When the Oyster Bar and Restaurant at Grand Central Terminal closed with little warning, diners and employees alike were dismayed. “When I want oysters on the half-shell and nothing more, where do I go?” asked one customer. However, it was expected to reopen soon (and did, with new management), and was reviewed favorably in The Times later that year (though the mussels, at $2.25, were deemed overpriced).“

July 7, 1981: Ironworkers on the Brooklyn Bridge attended to cables that had snapped, closing down the pedestrian walkway from June 28 — when the cables broke — until early August. “Akira Aimi, the 32-year-old Japanese freelance photographer who was critically injured when he was hit by one of the snapped cables, died yesterday at St. Vincent’s Hospital,” reported The Times. Have no fear, however, said a representative of the Transportation Department. “When the retainers are installed, it will be equally safe for pedestrians and bicycles. I would walk across it then with my wife and family anytime,” he said.

Feb. 18, 1949: Garbage was dumped onto a scow at the base of the Brooklyn Bridge, on its way to Staten Island, where the city had high hopes to reclaim nearly 2,000 acres of marsh for a parkway or even an airport. “We go everywhere against opposition and deep-rooted prejudice,” said Henry F. Cunningham, a World War II naval commander who oversaw the fleet charged with taking trash to Fresh Kills landfills. “We take a swampy area full of mosquitos and odors no better than those from refuse and transform it into fertile soil that can be made into beautiful parks,” Mr. Cunningham said.

“A street-cleaning cart in New York City, where there were said to be 450 of them in 1915. Earlier that year, The Times reported on other improvements to the city’s streets, at a meeting held at Columbia University by the three borough presidents and John T. Fetherston, street-cleaning commissioner. The four men “discussed the planning, construction and maintenance of public highways and public works and street cleaning before an audience including many of the prettiest young women students in the university,” The Times reported. The audience was attentive, “but the women particularly became enthusiastic when President Marks told them of his fight for free public markets,” the report continued. Alas, that topic was not on the agenda. Boasting about the borough with the most asphalt (Brooklyn), however, was.”
