Drinking in Public is Kinda Legal in Manhattan Now

While not exactly legal, the NYPD has announced that they will not charge you for drinking in public or having an open container, unless you give them cause to do so. This video from Buzz60 explains more about the announcement.

Drinking alcohol in public along with subway offenses and public urination are all being change to low level offenses. They are no longer arrest-able offenses unless there's cause for an arrest.
