&lt;p&gt;Thiru Kumar, AKA the Dosa Man, has been running NY Dosas, a food cart in Greenwich Village’s Washington Square Park, since 2001. His dosas—which are made from fermented rice and lentils, and stuffed with potatoes, vegetables and spicy sauces—have become an international phenomenon. Thiru grew up in Sri Lanka and learned to make South Indian recipes as a child. After he immigrated to the United States in the 90s, he made it his life&amp;#39;s work to sell affordable, fresh and vegan dosas to NYU students, professors and other passerby&amp;#39;s.&lt;/p&gt;

  &lt;p&gt;The &lt;a href="https://www.facebook.com/souvlakilady"&gt;Souvlaki Lady&lt;/a&gt; is perhaps the most well-know person in Astoria. Serving up authentic Greek tastes passed down from generation to generation, Elpida&amp;#39;s Souvlaki stand has been a staple in the community for 30 years and counting.&lt;/p&gt;

&lt;p&gt;Known to all of Astoria as the Souvlaki Lady, Elpida Vasiliadis’ greek food cart is nothing short of an institution. For twenty-five years the Souvlaki Lady has served on the corner of 33rd Street and Ditmars Boulevard in Astoria, Queens. Vasiliadis celebrated recipes are those she learned from her grandmother. Vasiliadis was part of the emergence of Greek food in New York City — when she started serving souvlaki the only people who knew what she was serving were Greek immigrants. Now she serves to everyone in the neighborhood, who can&amp;#39;t stop coming back for the taste of Greece.&lt;/p&gt;

&lt;p&gt;Filmed in New York&amp;#39;s Lower East Side, the scene is a street where several pushcart vendors have gathered to sell their goods. In the foreground are fruit and vegetable carts. An elevated railroad track crosses over the street in the background. As the film progresses, two policemen can be seen heading up the street toward the camera and ordering all of the vendors to move. One of the policemen approaches the camera waving his nightstick, and the cart in the foreground begins moving. The film ends with a closeup of the policeman scolding the vendor.&lt;/p&gt;

&lt;p&gt;Dennis Roady is this episode’s guest expert prankster. Jeana, Jesse and Dennis take turns pranking the public in Columbus Circle in New York. They set up a hot dog cart to give away free hot dogs. When customers come up to the cart, rats scurry out from underneath the cart, freaking them out!&lt;/p&gt;

However, as competition has grown, the number of permits in existence has not changed to accomodate the over-crowded space. &lt;/p&gt;

&lt;blockquote&gt;
&lt;p&gt;[…] the number available is capped at 3,000 in the cold season, plus 1,000 more from April to October, and there&amp;#39;s a waiting list to get one. That creates a market for the permits, dominated by savvy underground permit holders who rent them out to the actual vendors—the going rate was $15,000-$20,000 for a two-year lease&lt;/p&gt;
&lt;/blockquote&gt;

&lt;p&gt;Between the lack of permits, outrageous prices, and escalating costs, many of New York City&amp;#39;s iconic pushcarts are forced to operate illegally.
