&lt;p&gt;For the past century—effectively, the age of the automobile—there’s really been no unique solution or system for managing or limiting  traffic. Aside from a prohibition on right turns on red and honking, driving in America&amp;#39;s densest  nine square miles works the same way as in the other 3.8 million square miles. Because of this,  each and every work day, some 140,000 commuters enter Manhattan by car, while about 1,000,000 people enter the commercial business district south of 60th street by automobile—largely for  only the price of the gas it takes to get there, the toll to cross the bridge, and the cost of  parking. All expenses that a rural American would scoff at, but expenses that hardly reflect  the shared cost that cars create in the US’s most densely populated environment—from air quality and  pedestrian danger, to simple quality of life. The result is this: New York’s #1 standing in Inrix’s 2023 congestion impact ranking.&lt;/p&gt;

&lt;p&gt;New Yorkers pay some of the highest rents in the nation — and are among the most vulnerable to being evicted with little notice. For years, the city’s real estate industry has spent a fortune exerting its influence in the State Capitol, leaving tenants largely at its mercy. Meanwhile the cost of living continues to rise and the number of rent-regulated apartments continues to dwindle.&lt;/p&gt;

&lt;p&gt;Unlike in Oregon, California and New Jersey, landlords in most of New York State can jack up rents or refuse to renew a lease without cause. A little-known bill in Albany, known as Good Cause Eviction, could change the lives of millions of New Yorkers who are simply trying to get by. If passed, it would regulate rent increases and require landlords to renew leases for most tenants. In the video above, Jeff Seal, a comedian and housing advocate, takes an unconventional approach to educating New York tenants about a law that he believes will offer more security to millions of renters and working-class New Yorkers.&lt;/p&gt;

&lt;p&gt;I found this collection of “outtakes” in my archive. I shot these interviews on the streets of New York in the late 70s when I was doing a documentary on the coming of the information age. As I look at it, it shows me that in a way, nothing has changed, and in a way, so much has changed. Notice that most people had never been filmed before. With the coming of cell phone video, very few can say that today.&lt;/p&gt;
